Duncan + Newstead Avenue Parking Lot

Washington University School of Medicine acquired property at Duncan and Newstead Avenue in the hopes of renovating or demolishing the buildings on site, depending on the evolving changes of the medical campus.  In 2011 the University embarked on a process to renew the medical campus with new and renovated facilities, which eventually spurred the decision to demolish the acquired buildings to create more parking for employees.

Oates provided professional civil engineering services to raze the buildings and design a parking lot on the demolition site. The team worked at an accelerated schedule to meet the project constraints. A June 2014 completion date needed to be met due to another surface parking lot being “off-line.”  Since the project was located within the MSD Cortex Development Boundary, a portion of pavement was constructed with porous pavement to improve the water quality of the storm water leaving the site. To reduce haul-off and landfill waste, portions of the building and foundations were pulverized on-site and incorporated into the base of the new parking lot. The new surface lot provides more than 300 spaces.

The scope included demolition of utilities; layout and design; storm sewer design; and stormwater quality Best Management Practices (BMP). Oates Associates also provided construction administration services.
