Mr. Mr. Oates is Chairman of the Board of Oates Associates. Previously, Mr. Oates served as President of Oates Associates for
twenty years, directing all operations of the firm. Mr. Oates maintains principal involvement in Oates Associates' major
transportation projects, assisting project managers and reviewing quality assurance measures.
Mr. Oates is currently providing principal oversight and quality assurance for the US-67 Jerseyville ByPass design.
This project involves management of a team of three other consultants designing 4 miles of new freeway, two interchanges
and six road or railroad grade separations. Oates recently served in a similar role on a section of the new Mississippi
River Bridge project in St. Clair County, involving design of one mile of interstate highway for the I-70 Relocation from IL Route 203 to
Relocated Route 3.
Mr. Oates is also project principal for the firm’s current I-57 Feasibility Study to determine the feasibility of widening I-57 from four
lanes to six lanes, over 18.6 miles in Franklin County. The study evaluated three alternates and recommended a preferred alternate.
Criteria used to determine the preferred alternative included costs, ROW and environmental impacts, constructability, and impacts to the
public caused by the proposed improvements. The project has now moved into Phase I planning.
