Mr. Oates is President of Oates Associates, directing all operations of the firm. Under his direction, Oates Associates performs survey, civil and structural design, plan preparation and construction administration and testing for state and local highway and bridge projects, municipal utility and drainage projects, major state institutional construction and rehabilitation and commercial property developments. Mr. Oates maintains principal involvement in Oates Associates' major transportation projects, assisting project managers and reviewing quality assurance measures.

Mr. Oates is currently providing principal oversight and quality assurance for the new Mississippi River Bridge project in St. Clair County, IL — I-70 Relocation from IL Route 203 to Relocated Route 3. The project involves designing over 1 mile of new interstate, including 9 new bridge structures. Mr. Oates is also heavily involved in transportation improvement studies, including the following:

  • IL 157 Resurfacing and Grade Separation, IDOT District 8 — 2-mile resurfacing project that includes a new bridge carrying 5-lane IL 157 over a rail line.
  • Edwardsville Street Development Plan, Edwardsville, IL - In response to rapid development and the associated traffic impacts east of IL-159, a study of approximately 2,150 acres in an unincorporated area was conducted. This study provided long range transportation data to assist the City of Edwardsville in decisions about both new development projects and improvements to the study area road network.
  • Schoolhouse Trial Bikeway, Madison County, IL - Project Development Report, Design Report, Drainage Reports and design of a new 32-mile long bike trail to be constructed on an abandoned railroad alignment.
  • Alternatives Analysis and Draft EIS for the 25-mile Metrolink extension from East St. Louis to Scott Air Force Base. Alternatives investigated include improving existing bus system and highway facilities, constructing a new busway and extending existing light rail system.

Other major transportation improvement studies completed under Mr. Oates management as Project Principal include:

  • Calhoun County Access Study- Calhoun County, IL- Initiated by the 1993 flood, this study evaluated alternatives to provide improved access across the Illinois and Mississippi Rivers into Calhoun County in a twenty-mile corridor from Grafton to Hardin, IL.
  • Kankakee ByPass Feasibility Study - Kankakee, IL - Study of alternative routes and cost effectiveness for a new twelve mile, four-lane divided bypass highway around the west side of Kakakee, IL.
  • FAI 55/70/US 40 Interchange, Troy, IL - Design Report and Environmental Assessment for the reconstruction of a major interchange to improve safety and provide additional access.
  • IL Route 3 (Columbia ByPass), Columbia, IL - Design Report and Environmental Assessment for the widening of the four mile bypass from two lanes to a four-lane divided highway, including a new interchange at I-255.

Mr. Oates has also served as Project Principal or Project Manager on a significant number of major transportation design projects. These include:

  • IL Route 15 Reconstruction, Mt. Carmel, IL - 1.67 mile reconstruction involving adding a third, bi-directional turn lane, resurfacing and drainage improvements.
  • Seven Hills Road, O'Fallon, IL - One mile extension of arterial highway with new railroad grade separation structure.
  • FAP 310 (I-255 Extension) Madison County, IL - Design of four miles of new expressway with eight bridges and an interchange.
  • I-255 Mousette Lane Interchange, Centreville, IL - Design of a new interchange for access to Bi-State Parks Airport.
  • FAI Route 255, Madison County, IL - Design of six miles of new expressway with four bridges and two interchanges.
  • North-South Tollway, Chicago, IL - Planning and design of noise abatement walls and landscaping for a new thirteen mile toll highway.
  • Northwest Tollway, Winnebago County, IL - New East Riverside Boulevard Interchange.
  • Tri-State Tollway Plaza 39 Reconstruction - Design of the reconstruction of a fourteen lane toll plaza into two separate twelve lane plazas, widening of three miles of toll highway from four lanes to six lanes and the widening of two bridges.
  • FAP Route 412, Woodford & Marshall Counties, IL - Design of four miles of new 4-lane freeway with two bridges and an interchange.

The following projects are examples of site development projects previously or currently under Mr. Oates direction:

  • Mermet Lake Levee Rehabilitation, Massac County, IL — Rehabilitation and widening of 7,500 foot long levee, reconstruction of 2 miles of park road and rehabilitation / replacement of six 100 ft. deep ground water wells.
  • Chester Mental Health Center Fence Replacement & Recreational Yard Upgrade, Chester, IL — Replace perimeter fencing with new 15’ high arch type security fencing and expand & upgrade recreational yard.
  • Edwardsville Parking Master Plan, Edwardsville, IL — Planning to maximize utilization of 125,000 s.f. parking lot in Downtown Edwardsville.
  • Park and Ride Lots, Madison County Transit District - Rehabilitation of 5 park-and-ride lots throughout Madison County, totaling over 400 spaces.
  • Pere Marquette State Park, Jersey County, IL - Site Improvements Including 2,500 ft. of New Concrete Roadway, Parking, Sidewalks, Picnic Shelters, Public Restrooms, Water Line Extension, and Trail Heads.
  • Piasa Creek Boat Ramp, Alton, IL - Relocation and Reconstruction of the Parking Lot at Piasa Harbor on the Mississippi River.
  • Frank Holten State Park, St. Clair County, IL - Reconstruction and Expansion of a 175-space Parking Lot, Including Lighting and Landscaping
  • Gateway Convention Center, Collinsville, IL - 500-Space Parking Lot Expansion.
